Gears and a programmer. Don't waste your time with pullies and a programer will advance your timing and correct your speedo calibration for the gears. Underdrive pullies are worthless.

Well, gears will get you better performance gain, but without the tuner you won't be able to correct the speedo. Based on that fact alone, I'm gonna have to say get the tuner first.

actually i think i am going to buy some tires and slicks. found some for 160 shipped which will do for right now then i think tuner, then gears, then 100 shot.
